CONFLICT BACKGROUND

In the period from 1920 to 1950, revealed through rich gas reserves and oil and established  close market relationship with countries from Europe, Alend has enjoyed the status of a rich country. During this period the country is managed by the National Party. 
Alend maintained neutrality  during World War II. Alend fell into isolation in the 60 of the last century and because of the established regime is experiencing a significant decline in consequence of which the ruling National Party was replaced by Democratic Party, whose members are mainly azani. Although the new government declared priority prosperity and unity of the nation, respect for human rights and raising the social status of the population, it met fierce resistance of indigenous extremist factions that inhabit the mountain areas for years.
The economic crisis in 80 years of XX century leads to consistent changes in several coalition governments. The reason for the escalation of tensions in the country is the lack of consensus in Parliament on the most important social problems and the reluctance of leaders of the three main ethnic groups to reconcile the contradictions between them.
First emissaries, ideologists and donors of the international terrorist organization "Rodzhina appear in these difficult years for the country. They created the first terrorist cells in Alend.
Supporters and followers of Rodzhina are mainly extremists  Vuki and Sedi. Their main objectives are to create extremely fundamentalist course and related customs, rejection of democratic values and to control energy resources of the country.
Security in Alend decreased further by adopting a package of laws banning the teaching of religion in schools, the collapse of political and legal restrictions for women, the conclusion of number of international treaties relating to the construction of new energy carrying  networks increase the supply of natural gas and oil to EU’s countries and especially after taking the decision to cross the pipeline in an area which is considered as sacred for  some followers of the religion. This led to a convergence of positions of extremist groups and fundamental seizmiti and outbreak of clashes between security forces and armed rebel groups aiming to overthrow the government. Terrorist organization "Rodzhina" act actively to destabilize the country and the region by funding, arming and preparing their domestic terrorist entities.
After about six months continued armed conflicts there is an armistice.
Seizmiti, members of  terrorist organization "Rodzhina" make accusations against the government of serious human rights violations during the conflict, betrayal of national values and interests.
Tension remains high.
Humanitarian situation in the country is crisis. As a result of global warming, the region is affected by a 10-year drought. Lack of sufficient natural sources of drinking water and the negligible amount of harvest sharp worse the situation in the country.
Development of the conflict

Alend faces the possibility of going into complete chaos. The government's efforts to establish control under extremist fundamentalists and rebels seizmiti have failed. Economic and financial sector are covered by the crisis.
Despite the concluded truce terrorist groups continue to carry out high-profile murders of leading politicians and representatives of the energy business. The government has been accused of corruption, inability to manage the country and act in the interests of foreign oil cartels.
The final phase of construction of the pipeline passing through the holy about seizmitite area was sabotaged by militants of Rodzhina. Pumping station of the refinery was blown up, which provoke new armed conflicts.
The security forces are unable to control the situation in the country аnd in the territorial waters of Alend. There are  cases of excessive use of force, including public executions carried out by individual employees.
The agreed scheme of supply of oil and gas has breached.
Much of the population оf Alend faces an extremely complex situation - to survive in conditions of violence and lack of food, water, employment opportunities and conditions for normal life. Тhe black market, banditry and insecurity forcing hundreds to seek a better life by emigrating to countries with established legal system and social security.
Situation created in the region attracted the attention of the international community that condemns the acts of violence and called for their termination. EU countries, NATO and the green sea region agree that further destabilization of Alend is a direct threat to security in the region. The suspension of supplies of oil and gas may affect the economies of many European countries,  and the inability of local authorities to deal with the situation creates a favorable environment for international terrorism.
Political leadership of Alend requests the Commission of Security of Regional Development Organisation (RDO)  to provide international humanitarian assistance.
The Government of the Republic of Bulgaria has an active foreign policy to prevent the growth of the crisis and maintain regional security. Republic of Bulgaria offers Alend to accept international observers and expressed readiness to provide humanitarian assistance in the meetings of RDO on level ministers of foreign affairs.
Тhe situation  in Alend  and in the region is considered on a meeting of the Security Council of the United Nations and the main attention is directed to providing humanitarian aid and assistance in restoration of legality in the country and ensuring the  security of supply of oil and gas. Observers from the UN have been sent to Alend.
The report prepared by the observers and the explicit request of the Commission on Security of RDO, after the terrorist attacks in the country, kidnapped vessels by terrorists in Green Sea at the end of the year and the growing refugee wave launch the beginning of joint actions of the international community under the UN auspices.
At the initiative of the UN Secretary-General has convened an extraordinary meeting of the Security Council of UN to be decided for help Alend to normalize the situation.
On November 12 this year, the Security Council voted Resolution № 1717 for restoration and maintenance of internal order in the country.
In pursuance of Chapter 7 of the UN Charter, the Security Council turned to NATO to provide humanitarian, military and police aid to Alend.
In the beginning of  2010, the North Atlantic Council (NAC) has launched a process of political-military assessment of the situation and asks the fundamental political, military and civilian committees to start planning.
At the end of January 2010 SACEUR submit its strategic assessment and recommendations on major political, military and civilian planning committees.
On this base NATO announced ability to UN for forming forces and conducting operations in the restoration of security in Alend.
On 26/01/2010, the Security Council adopted UN Resolution № 1718, which assigned to NATO to implement the implementation of Resolution № 1717/12.11.2009.
On 27/01/2010, the CAC adopted a directive, which assigns military authorities to begin operational planning for developing a concept for operation in maintaining peace in the territory of Alend led by NATO and mandated under Chapter 7 of the UN Charter.
On 01/02/2010, the tactical command of the United Armed Forces in Europe issued guidance on planning to the Joint Force Command in Naples.
On 01/03/2010, the Joint Force Command in Naples formed multinational joint task forces (CJTF) - ACTIVE FORCE (AFOR).
For the needs of NATO's Operation “Sword"  Republic of Bulgaria provides for use ports of Burgas and Varna, Burgas airports, Bezmer and Graf Ignatievo and ground facilities of Novo Selo.
Bulgarian Army participated in operation for restoration of security in Alend with an Infantry Battalion from Land Forces, platoon for civil military cooperation in the composition of the Multinational Forces (CIMIC), two teams for intelligence (HUMINT); Navy frigate; Platoon of the Military Police.
On 01/06/2010, the Alliance began outsourcing and deployment of forces in the operation theater of military action and to 25/08/2010, to be employed in the western parts of Alend. The control of airspace over the territory and airspace delegated by Alend is implemented by the air component of CJTF - ACTIVE FORCE (AFOR).
AFOR determine: 
- Buffer zone - 10 km wide around the border of controlled airspace of Alend;
- Areas of aviation duty of coalition forces from the composition of CJTF - ACTIVE FORCE in the air;
- Area of AWACS duty;
- The waiting areas and air refueling.
At the same time starts the operation of control of shipping in Green Sea.
There are activities to achieve full operational capability.
On 01/09/2010, began conducting the Operation “Sword" for restoring security and humanitarian assistance in Alend.
The refugee wave increases. Border authorities of Bulgaria are seriously worried by the sharp increases of attempts by citizens of Alend to reach the country by sea and to gain refugee status.
On 10.09.2010 was held an AFOR’s joint operation with the National Army of Alend and air strikes have inflicted on training camps for militants from Rodzhina in mountainous areas of northern Alend.
Alend’s president, in a statement on television and radio calls the extremist groups of "Rodzhina" to stop resistance and surrender their weapons.
In the beginning of the NATO’s operation in Alend, terrorist organization "Rodzhina sent warning letters to individual political leaders of countries participating in the operation and distributes videos and addresses on the Internet and media in which they made threats of physical mob.
In the beginning of October 2010 there are series of terrorist attacks by sea, which disturb the normal navigation in the area. There are three terrorist acts in the territory of EU countries participating in the operation, which killed hundreds of civilians and caused enormous material damage to the sites of strategic importance for individual countries. The responsibility for the attacks assume terrorist organization "Rodzhina.
On 01.10.2010, the Chief of Defense reports to the Minister of Defense of Bulgaria for the increased threat and real danger of terrorist acts in the country and the measures taken to reinforce the protection of strategic sites.
The Security Council of Ministers is on a meeting and proposes to take measures to protect the citizens of Bulgaria, foreign citizens located throughout the country, the country's critical infrastructure and to increase the willingness of people to deal with threats, after the adoption of the reports of Minister of Defence, Chief of Defence, the Interior Minister, Minister of Foreign Affairs, the Director of National Intelligence Service, the President of DANS and representatives of other governmental agencies and departments.
